Combine ingredients for cucumber slaw in a mixing bowl and stir to combine. Refrigerate until serving.
Stir together ingredients for spicy peanut dressing. Add 1-2 tablespoons of water to thin as needed.
Stir together honey and soy sauce in a small bowl. Set aside. Heat oil over medium heat in a large pan. While oil heats, blot sea bass with paper towel and season with pepper and garlic powder.
Add sea bass to hot pan and sear for 2 minutes. Use tongs to flip sea bass and sear 1 minute longer. reduce heat to low.
Add honey soy sauce and continue to cook 2-3 minutes longer flipping sea bass to coat in sauce.
Divide rice between bowls. Add cucumber slaw and sea bass. Drizzle with spicy peanut sauce and top with chopped nuts.
